乡村治理现代化中发挥农民主体性的思考

Reflections on Farmers’Subjectivity in the Modernization of Rural Governance

乡村振兴离不开乡村治理现代化。农民作为乡村生活的主角,理应成为乡村治理的主体。在推进乡村治理现代化的进程中,农民主体性为乡村治理现代化提供了源泉与动力,乡村也为农民发展提供了空间。然而,农民在参与乡村治理过程中也面临动力不足、组织结构功效受阻、乡村文化式微和乡村“空心化”等问题,使得乡村治理现代化中的农民主体性呈现一种弱态势。为此,应充分激发农民的内生动力,完善乡村组织治理结构,构建符合农民文化需求的供需体系,提高乡村社会的吸引力,以更好地发挥农民的主体性作用,推进乡村治理现代化。

Rural vitalization is inseparable from the modernization of rural governance in which farmers,the leading part of rural life,should become the major force.In the process of promoting such modernization,farmers’subjectivity is the source and power while the countryside also provides them with space for development.However,farmers have shown weakness in their subjectivity when participating in rural governance due to such problems as a deficiency in stimulation,the ineffectiveness of organizational structure,the decline in rural culture,and rural hollowing.Therefore,we should fully boost farmers’internal impetus,build a supply and demand system that meets their cultural needs,improve the governance structure of rural organizations,and make rural society more attractive,in the hope that farmers’subjective is brought into full play,thereby promoting the modernization of rural governance.
