浙东引水工程环境效应评估及应对措施分析

摘要 浙东引水工程是一项综合调配利用水资源的重大工程。通过该工程对钱塘江、曹娥江和姚江的水文、水质两方面环境效应的综合评估,结果表明工程环境负面效应较小,并针对后续的管理,提出了加强行政管理、合理调配水资源、划定保护区、调整产业结构、淘汰落后产能、加强面源治理、提高中水回用率等七方面对策措施,为今后全省跨区域水资源配置运行、水环境保护提供了借鉴和参考。 The Water Diversion Project in Eastern Zhejiang was a major project for comprehensive allocation and utilization of water resources.The environmental effects of Qiantang River,Cao’e River and Yaojiang River were comprehensively evaluated based on this project from the perspectives of hydrology and water quality.The results indicate that the negative effected can be ignored.For the subsequent management,seven countermeasures were proposed,including strengthening administrative management,rationally allocating water resources,delimiting protected areas,adjusting industrial structure,eliminating outdated production capacity,strengthening source management,and improving the reuse rate of reclaimed water,providing references for cross-regional water resources allocation and operation and water environment protection in the future.
