海洋领域新质生产力具有丰富的内涵和特征。新质生产力为海洋经济高质量发展提供了新动能,驱动了海洋经济创新发展、绿色发展,推动了现代海洋产业体系建构,深度参与了全球海洋治理。海洋经济在发展中仍存在一些问题,如关键产业链环节控制力较弱、关键核心技术创新突破不足、产业结构高级化程度较低、产业链与创新链融合程度有待提高、海洋数字信息共享不足、海洋数据采集和数据治理能力较低等。为充分发挥新质生产力对海洋经济高质量发展的驱动作用,加快海洋领域新质生产力发展,需突破关键核心技术,坚持自主创新发展;聚焦产业建设,推动海洋全产业链协同创新;强化新一代信息技术应用,推进数字海洋高水平建设。

The new quality productive forces have rich connotations and characteristics in the marine field.It provides new driving forces for high-quality development of marine economy,advances the innovative and green development of marine economy as well as promotes the establishment of a modern marine industrial system and the deep participation in global marine governance.In the development of marine economy,there are still problems such as weak control of key industrial chain,insufficient innovation ability and lack of breakthrough of core technologies in key fields,low degree of advanced industrial structure,the integration of industrial chain and innovation chain to be improved,inadequate sharing of digital marine information and low ability of marine data collection and data governance as well.To give full play to the driving role of new quality productive forces in the high-quality development of marine economy and accelerate the development of new quality productive forces in the marine field,it is necessary to break through core technologies in key fields and adhere to independent innovation and development;to focus on industrial construction and promote collaborative innovation of the whole marine industry chain;and to strengthen the application of next-generation information technologies and advance high-level construction of digital models of the ocean.
