社区志愿参与何以持续?--基于组织动员视角的分析

Why Does Community Voluntary Participation Sustain:An Analysis from the Perspective on Organizational Mobilization

社区志愿参与是由志愿服务组织动员,志愿者予以响应的动态性行为。组织动员是影响持续性社区志愿参与的机制要素。为探究组织动员作用于社区志愿参与的逻辑理路,对北京市社区志愿参与情况进行了实证调研。研究发现,社区志愿参与的组织动员效力存在结构性差异。尽管社区志愿服务行政化被广为诟病,但基层行政动员依然是居民持续参与社区志愿服务的主要推动机制;社会组织动员、单位动员未产生显著影响。为此,动员居民持续参与社区志愿服务,需认识到基层政府介入兼具促进和抑制的双重性。更好地发挥基层行政动员的促进效应,还需增强服务的专业性。若要充分发挥社会组织的动员优势,还需增强其“在地化”服务供给。

Community voluntary participation is a resultant behavior composed of the dynamic process of volunteers responding to organizational mobilization,in which organizational mobilization serves as the institutional elements that affect the sustained occurrence of community voluntary participation.In order to explore the logical pathways through which organizational mobilization influences community volunteer participation,this study conducts an empirical investigation on community volunteer participation in Beijing.The study identifies structural differences in the effectiveness of organizational mobilization for community voluntary participation.Despite the widespread criticism of the institutionalization of community voluntary participation,administrative mobilization at the grassroots level is still the main driving mechanism for residents’continuous participation in community volunteering.The mobilization of social organizations and enterprises does not have a significant impact.Thus,to mobilize residents to continue to participate in community volunteering,it is necessary to recognize that the intervention of governments at the grassroots level is both a catalyst and a deterrent.To give better play to the promoting effect of administrative mobilization at the grassroots level,it is also necessary to improve their professionalism of services.In order to give full play to the mobilization advantages of social organizations,it is also necessary to strengthen the supply of“localized”services.
