多元主体协同参与全面推进乡村振兴的地方实践——基于对杨凌“五联一抓”推进乡村振兴模式的观察分析

摘要 新时代,全面推进乡村振兴的任务更艰巨、难度更大,需要多元主体协同参与。多元主体协同参与全面推进乡村振兴既要新时代全面推进乡村振兴的必然要求、也是乡村振兴有关党规政策法律的明确规定、更是解决乡村振兴领域基层难题的现实需要。杨凌示范区立足区域实际与资源禀赋,创新探索出“五联一抓”工作机制,有效破解参与主体单一、乡村振兴资源碎片化难题,有效推动辖区农村各项事业发展。未来,还应继续坚持以党建为引领,侧重于在增强参与主体的协同效应、激发群众内生发展动力方面深入探索,建立相应工作机制,为全面推进乡村振兴提供机制支撑。 In the new era,the task of comprehensively promoting rural revitalization is more arduous and difficult,and requires the coordinated participation of multiple subjects.The coordinated participation of multiple subjects in comprehensively promoting rural revitalization is not only an inevitable requirement for comprehensively promoting rural revitalization in the new era,but also a clear provision on party rules,policies and laws on rural revitalization,and a practical need to solve grassroots problems in the field of rural revitalization.Based on regional reality and resource endowments,Yangling Demonstration Zone has innovatively explored the working mechanism of“five alliances and one grasp”,effectively solving the problem of single participants and fragmented resources for rural revitalization,and effectively promoting the development of various rural undertakings in the jurisdiction.In the future,we should continue to adhere to the guidance of party building,focus on in-depth exploration in enhancing the synergy effect of the participants and stimulating the endogenous development momentum of the masses,and establish corresponding working mechanisms to provide institutional support for comprehensively promoting rural revitalization.
