省域副中心城市省属Z医院的发展路径探析

Analysis on the development strategy and path of Z Hospital in provincial sub-center city

以位于省域副中心城市的省属Z医院“十四五”时期总体发展战略为主旨,运用SWOT战略管理理论对Z医院“十三五”时期的整体发展状况进行系统的分析和评价,归纳总结在综合医改纵深推进背景下,Z医院面临的阻碍和挑战,剖析制约Z医院发展存在的主要问题,构建Z医院发展战略的SWOT分析矩阵。结合分析矩阵,探索“十四五”时期Z医院的发展战略及实现路径为重点围绕发挥公立医院的公益性作用及加强突发公共卫生事件应急救治服务体系和能力建设两个方面,立足学科建设、医院章程、数字化医疗,充分发挥绩效考核指挥棒作用,抓住国家和省级区域医疗中心的建设机遇,将全面建成“一院多区、协同发展”国内高水平、有较强影响力的省级医学中心确定为“十四五”时期的战略规划目标。通过对Z医院的发展路径探析,为省域副中心城市省属医院发展规划的编制与突破发展困境提供借鉴与参考。

Taking the development strategy of Z Hospital in the"14th Five-Year Plan"period as the research object,and using the SWOT strate-gic management theory to analyze and evaluate the development of Z hospital status in the"13th Five-Year plan".This paper summarizes the obsta-cles and challenges faced by Z Hospital under the background of comprehensive medical reform,comprehensively analyzes the main problems that restrict the development of Z Hospital,and constructs a SWOT analysis matrix of Z Hospital's development strategy.Combined with the analysis ma-trix,to explore the development strategy and realization path in"14th Five-Year Plan"period,Z Hospital should focus on two aspects:the welfare role of public hospitals and strengthening the emergency treatment service system for public health emergencies,based on discipline construction,hospital charter,digital medical care,give full play to the role of the baton of performance appraisal,seize the construction opportunities of national and provincial regional medical centers,and comprehensively build a high-level and influential domestic medical center with"one hospital,two dis-tricts,and coordinated development"as the strategic planning target in"14th Five-Year Plan"period.Through the analysis of development path of Z hospital,it can provide reference for the compilation of the provincial hospital development plan and breakthrough in the development dilemma of the provincial sub-center city.
