坚持系统思维是成功防御海河“23·7”流域性特大洪水的重要法宝

Adhering to systematic thinking:a key to success in defense against Haihe River's"23.7"catastrophic flood

水利部深入学习领会、认真贯彻落实习近平总书记“节水优先、空间均衡、系统治理、两手发力”治水思路,把系统观念、系统思维、系统行为作为洪水防御的重要遵循。十年来,着力完善流域防洪工程、雨水情监测预报、防汛工作等水旱灾害防御“三大体系”。在此基础上,统筹上下游、左右岸、干支流实施精细调度,有力有序应对了海河“23·7”流域性特大洪水,最大限度减少了灾害损失,全力确保了人民群众生命安全。

The Ministry of Water Resources(MWR)has deeply studied,understood,and conscientiously implemented General Secretary Xi Jinping's water governance concept of"prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving fll play to the roles of both government and market",taking systematic concepts,thinking,and behavior as important guidelines for flood prevention.Over the past decade,efforts have been made to improve the three major systems for preventing water and drought disasters,including flood control engineering in river basins,monitoring and forecasting of rainfall conditions,and flood prevention work.On this basis,the MWR coordinated the implementation of fine scheduling in the upstream and downstream,left and right banks,and main and tributaries,effectively and orderly responding to the"23:7"catastrophic flood in the Haihe River basin,minimizing disaster losses,and fully ensuring the safety of people's lives.
