摘要
目前,国有电力企业绩效管理存在的问题为绩效管理观念较为传统,管理形式较为粗放单一;绩效管理的主体主要是人力资源管理部门,员工未真正参与到绩效管理中;绩效管理体系不贯通,绩效考核压力集中传导不畅;缺乏竞争压力,员工岗位流动的频率较低;绩效约束作用不强,缺乏契约化管理.鉴于此,提出国有电力企业绩效管理机制建设内容:创建牵引机制,建立组织保障体系;强化激励机制,优化考核评价方式,确保收入能增能减;引入竞争机制,加强领导人员队伍建设,实现人员能上能下;完善约束机制,公正规范员工管理,实现员工能进能出.
The writers of this paper disclose deficiencies of state-owned power enterprises in performance management,i.e.,outdated and monotonous conception.Besides,the management is isolated from employees.In view of this,countermeasures are put forward that include creation of a traction mechanism,establishment of an organizational security system,and strengthening the incentive mechanism,optimization of the assessment to ensure that income can either increase or decrease.Competition mechanism should be constructed,and a leading team built.Employees may get either promotion or demotion.
