新时代公安群众路线践行机制研究——基于A省“网上警民议事厅”工作运行效果的考察

Research on the Mechanism of Police Agencies' Implementation of Mass Line in the New Era——Based on the Investigation into the operational effectiveness of the "Police-Civilian Online Discussion Hall" in Province A

“网上警民议事厅”是A省公安厅建立的一项旨在践行新时代公安群众路线的工作机制,依托微信群开展工作是“网上警民议事厅”运行的基本方式。实践中,存在线上沟通成本巨大、规定与情理之间需要权衡以及绩效评估效果存疑等问题。理想状态下警民议事微信群的基本功能尚难实现。以“网上警民议事厅”运行效果为观察切口发现,新时代公安群众路线践行机制要从三个方面进行优化:改进考核方式,科学制定考核内容;做实传统群众工作,引导社村积极分子支持网上社区警务;积极争取辖区党委政府支持,与属地治理资源对接融入。

The "Police-Civilian Online Discussion Hall" is a working mechanism established by the Public Security Bureau of Province A to implement the police's mass line in the new era.Relying on wechat group to do its work is the basic mode of its operation.However,in its practical operation,such problems exist as the huge cost of online communication,the need to keep balance between regulations and rationality,and doubts about the validity of performance evaluation,thus making it difficult to realize the basic function of the wechat group of police-civilian online discussion hall even in an ideal state.Starting with the operation effect of the police-people online discussion hall,we have found that the mechanism for implementing the police's mass line in the new era should be optimized in three aspects:improving the evaluation method to scientifically formulate the assessment content;doing traditional mass work well to guide activists to support online community policing;striving to get the support from Party committees and governments,and integrate with the governance resources in the jurisdictions.
