乡村公共数字文化服务可及性实现路径——一个“嵌入式”分析框架

The Implementation Path of Accessibility for Rural Public Digital Cultural Services:An“Embedded”Analysis Framework

[目的/意义]城乡基本公共服务可及性水平是乡村振兴战略落实和乡村公共数字文化服务建设中的重点问题,本文旨在深入研究乡村公共数字文化服务可及性的实现路径。[方法/过程]引入“嵌入式理论”,构建“嵌入式”框架,审视用户主体的文化服务需求,重建文化服务供给主体和用户主体之间的协同关系。[结果/结论]从接近、搜寻、享用三个层次出发,结合政策制定、系统配置、服务供给三个作用工具,将设备可及、空间可及、成本可及、方式可及、信息可及和服务可及六个可及性分析维度完整嵌入,系统推动我国乡村公共数字文化服务可及性的实现。

[Purpose/significance]The accessibility of basic public services in urban and rural areas is a key issue in the implementation of the rural revitalization strategy and the construction of rural public digital cultural services,this study aims to deeply study the implementation path of accessibility of rural public digital cultural services.[Method/process]This study introduced the“embedded theory”and constructed the“embedded”framework,examined the cultural service demand of the user subject,and rebuilt the synergistic relationship between the cultural service supplying subject and the user subject.[Result/conclusion]Starting from the three levels of proximity,search,and enjoyment,and combining the three tools of policy making,system configuration,and service supply,it embeds the six dimensions of accessibility analysis,namely,equipment accessibility,spatial accessibility,cost accessibility,mode accessibility,information accessibility,and service accessibility,so as to systematically promote the accessibility of China’s rural public digital cultural services,and to provide research and practice ideas for the study of rural public culture construction.
