摘要
教师轮岗制是以实现教育公平,解决地区间基础教育师资水平差异问题而设置的。目前我国各城市的试点实践中存在城乡之间教学设施差距大、“单向流动”模式无法满足需求、监督管理体系不完善、经济保障制度不完善以及对轮岗教师意愿关注度不足等问题。建议通过加大资金投入力度改善城乡差距、完善“双向流动”模式、完善监督措施和经济保障制度、加强对教师意愿的关注度以及统筹安排教师资源等措施,促进中国基础教育公平的实现。
The teacher swap system is established to achieve educational equity and address the issue of regional differences in the level of basic education teachers.At present,there are problems in the pilot practice of various cities in China,such as a large gap in teaching facilities between urban and rural areas,the inability of the“one-way flow”mode to meet demands,an imperfect supervision and management system,an incomplete economic security system,and insufficient attention to the willingness of rotating teachers.It is suggested to take such measures,such as increasing investment to improve the urban-rural gap,improving the“two-way flow”mode,perfecting supervision measures and economic security systems,strengthening attention to teachers’willingness,and coordinating teacher resources to promote the realization of equity in basic education in China.
