习近平金融法治论述指导下的新金融法学教材建设

The Construction of New Financial Law Teaching Materials under the Guidance of Xi Jinping’s Discourse on Financial Rule of Law

金融法学教材建设是金融法治人才培养的前提和基础,也是我国金融法治建设的重要组成部分。我们应该以习近平金融法治相关论述为指导,以其“金融核心论”“金融本源论”“金融安全论”“金融改革论”“全球金融治理论”“党对金融工作集中统一领导论”作为教材编撰逻辑和理论基础,结合新时期我国金融发展和金融法治建设需要,对我国金融法学教材进行适应性改革和创新。新时期我国金融法学教材建设的价值导向与基本原则,应该围绕着金融服务实体经济、国家金融安全、新金融法治人才培养目标,以“组织、行为、监管、退出和国家安全”作为逻辑基础和体系结构,采取金融法学和金融学知识交叉融合的教材内容,秉持传统金融法和新科技金融法学理论、规则相结合的功能型教材编撰范式,实现金融法学教材结构体系和内容建设的双重创新。

The construction of financial law teaching materials is the premise and foundation for the training of financial rule of law talent and an important part of the construction of financial rule of law in China.We should be guided by Xi Jinping’s discourse on financial rule of law,and take his“financial core theory”“financial origin theory”“financial security theory”“financial reform theory”“global financial governance theory”and“the theory of the Party’s centralized and unified leadership in financial work”as the logic and theoretical basis for the compilation of teaching materials.At the same time,combined with the needs of China’s financial development and financial rule of law construction in the new era,we should carry out adaptive reform and innovation on our financial law teaching materials.The value orientation and basic principles of financial law teaching materials construction in China in the new era should focus on the goals of financial services for the real economy,national financial security,and the training of new financial rule of law talent,take“organization,behavior,supervision,exit and national security”as the logical basis and system structure,adopt the content of the teaching materials that integrate and cross the financial law and financial knowledge,and adheres to the functional compilation paradigm of teaching materials that combines traditional financial law and new technology financial law theories and rules,so as to realize the dual innovation of structure system and content construction of financial law materials.
