浅析饲料质量安全监管对策与措施——以贵州省安顺市为例

Analyzing the strategies and measures for supervising the quality and safety of feed feed:Taking Anshun City,Guizhou Province as an example

[目的]为进一步了解基层饲料质量监管现状,分析存在问题,提出解决问题的方法与措施,以推进基层饲料产业和生态畜牧(渔)业高质量发展。[方法]笔者结合近年来从事饲料质量监管经历,以贵州省安顺市为例,对基层开展饲料质量安全监管情况进行研究。[结果]结果发现,近年来安顺市的饲料生产具有一定的区位优势,受到外地企业青睐,并纷纷入驻。但是,也存在生产、经营企业较多,产品、品牌种类较为复杂,企业自身管理不够重视,主管部门监管较为弱化等诸多问题。[结论]要从强化生产、经营和使用环节的监管着手,建立机构机制,健全监管监测队伍,强调宣传指导与依法监管并举,严厉打击饲料质量安全违法犯罪,强化基层饲料质量监管,保障老百姓“舌尖上”的安全。

[Objectives]The situation of supervising quality of feed at grassroot level was further investigated.The existing problems were analyzed and methods and measures were proposed to solve the problems to promote the high-quality development of feed industry and ecological livestock(fishery)industry at grassroot level.[Methods]Anshun City,Guizhou Province was selected to study the implementation of supervising the quality and safety of feed at the grassroots level based on the authors'experience of engaging in supervising the quality of feed in recent years.[Results]The feed production in Anshun City has certain advantages of geography in recent years and has been favored by enterprises from other regions,who have settled in one after another.However,there are many problems including a large number of enterprises in production and operation,complex types of products and brands,insufficient emphasis on the management of enterprises,and weakened supervision by regulatory authorities.[Conclusions]It is necessary to start by strengthening the supervision of production,operation,and use,establishing institutional mechanisms,improving the team of supervision and monitoring,emphasizing the combination of publicity and guidance with legal supervision,severely cracking down on illegal and criminal activities related to the quality and safety of feed,strengthening the supervision of feed quality at grassroot level,and ensuring the safety of the people on their tongues.
