摘要
目的探索如何建设一支高水平的专职科研队伍,助推研究型医院转型发展、推进医学科技创新。方法以同济大学附属第十人民医院为研究案例,分析讨论医院在创建研究型医院过程中推进专职科研人员队伍建设所面临的问题及科研人员管理的制度设计。结果从扩大队伍规模、调动科研创新活力和科技创新成果等方面,案例医院专职科研人员队伍建设取得了良好的成效。结论医院需要从政策框架、岗位设置、人员聘用、岗位层级核定、职称晋升、绩效考核与薪酬体系等方面入手,创新专职科研人员聘用和管理模式。
Objective To investigate the establishment of a high-caliber full-time scientific research team,facilitating the transformation and advancement of research-oriented hospitals,and promoting medical science and technology innovation.Methods Taking the Tenth People′s Hospital affiliated with Tongji University as a research case,this article examined and discussed the challenges faced by hospitals in building a team of full-time scientific researchers and the institutional design of scientific researcher management in the transition to research-oriented hospitals.Results The case hospital achieved promising results in establishing a full-time scientific research team,expanding team size,unleashing the innovation potential of scientific research,and producing scientific and technological innovation achievements.Conclusions Hospitals must reimagine the employment and management model for full-time scientific research personnel,focusing on policy frameworks,job definitions,personnel hiring,post-level verification,professional title advancement,performance evaluations,and salary systems.
