在警务情报工作中,警务情报共享能有效达到防范预警与精准打击犯罪、维护社会治安秩序的目的。价值共创与警务情报共享两者在手段、路径、目的三个方面高度契合。从价值共创主体、客体、关系、环境四个维度观察,警务情报共享中利益冲突的成因主要为:警务情报共享意识落后与能力不足、警务情报共享合作方式不稳定和组织结构不合理、警务情报资料具有特殊性和保密性、警务情报共享环境培育不足。应从主体激励、互动反馈、风险防范、制度保障等方面构建化解机制,包括建立警务情报共享激励机制、夯实警务情报共享反馈机制、健全警务情报共享风险防范机制以及完善警务情报共享保障机制。

Value co-creation and police intelligence sharing are highly compatible in three aspects:means, path and purpose. From the four dimensions of value co-creation: subject, object, relationshipand environment, the causes of interest conflicts in police intelligence sharing are: backwardconsciousness and insufficient ability of police intelligence sharing;The mode of police intelligencesharing and cooperation is unstable and the organizational structure is unreasonable;Police information has particularity and confidentiality;Police intelligence sharing environmentis not cultivated enough. The mechanism of resolving conflicts of interest in police informationsharing should be put forward from the aspects of subject incentive, interactive feedback, riskprevention and system guarantee, including the establishment of police information sharing incentivemechanism. Strengthen police intelligence sharing feedback mechanism;Improve policeintelligence sharing risk prevention mechanism and improve police intelligence sharing guaranteemechanism.
