基于PMC指数模型的我国医联体政策量化研究

Quantitative research on China's policies on medical consortium based on PMC index model

目的对我国医联体政策文本进行评价,识别政策的核心内容和政策偏差,为进一步优化医联体建设的相关政策提供理论支持和决策依据。方法基于文本挖掘和量化评价,结合已有学者的研究构建PMC指数模型,对我国医联体建设的相关政策进行分析。结果纳入的9份政策文本中,2份政策为优秀政策,7份政策为良好政策,PMC指数得分均值为7.268,总体来看科学合理,能够满足医联体的发展需求,但结果显示医联体政策存在诸如缺乏激励措施的运用、政策功能不明晰以及科技手段运用不足的问题。结论我国医联体政策基本完善,后续相关政策的制定应考虑激励措施、政策定位、创新手段等的进一步完善。

Objective To analyze the texts of China's policies on medical consortium(MC),identify the central tenets and policy discrepancies,and provide theoretical support and decision-making evidence for optimizing policies on MC construction.Methods By utilizing text mining and quantitative assessment and integrating currently available studies,the authors constructed a Policy Modeling Consistency(PMC)index model for evaluating MC policies in China.Results Of the 9 policies examined,2 were classified as excellent and 7 as good.The average PMC index score was 7.268,indicating a scientifically sound and adequate alignment with the developmental requirements of MC policies.However,these policies also had limitations including lack of incentive mechanisms,ambiguity in policy roles,and underutilization of technological resources.Conclusion China's MC policies are basically sound.However,the development of future related policies should focus on enhancing incentive structures,refining policy positioning,and incorporating innovative methods.
