国家标准实施效果评价实证研究——《掺混肥料(BB肥)》(GB/T 21633—2020)

An Empirical Study on the Effect Evaluation of National Standard Implementation—Bulk Blending Fertilizer(GB/T 21633—2020)

标准实施效果评价是标准化工作的重要组成部分,及时发现标准在实施过程中存在的不足,有利于标准的及时修订和完善,从而提升标准的适用性和先进性。本文以《掺混肥料(BB肥)》(GB/T 21633—2020)为例,从标准实施效果评价指标体系构建、数据收集、数据分析以及评价结论形成4个阶段,开展国家标准实施效果评价的实证研究,并提出相应的对策和建议。

The evaluation of the implementation effect of standards was an important part of the standardization work,which could find out the deficiencies in the implementation process of standards in time and help to revise and perfect the standards,so as to enhance the applicability and advancement of standards.Taking Bulk Blending Fertilizer(GB/T 21633—2020)as an example,standard implementation effect evaluation had four stages,as index system construction,data collection,data analysis and evaluation conclusion formation.This study evaluated the effectiveness of national standards through empirical research,and proposed the corresponding countermeasures and suggestions.
