经济欠发达革命老区情感式治理的运行机理与实践路径研究

A Study on the Operating Mechanism and Practical Path of Emotional Governance in Economically Underdeveloped Revolutionary Old Base Areas

革命老区以其特殊的历史贡献和崇高的政治地位成为新时期党和国家加强基层政权建设的重点对象。建基于“党民同心”的情感行为构筑是中国特色社会主义理论体系的基石,形塑具有“中国之治”底色的基层治理模式。在透析国家和老区人民互动行为的基础上尝试提出情感式治理这一全新的学术命题,在解读其概念特征和价值意蕴的基础上深入阐释其运行机理和实践路径,为理解经济欠发达革命老区的建设和发展提供一种新的研究范式。研究发现:情感式治理兼具工具和价值的双重属性,是审视党和人民深厚情感的有效载体,而经济欠发达革命老区特有的信任、政治、生态和文化等要素构成了情感式治理的基础性条件。基于此,借助“科层制为体,整体性治理为用”的治理模型,从区域衔接融合、部门联动耦合和资源有效整合等方面阐释情感式治理的运行机理,并从共生实践、优秀文化、党政一体化和价值共享四重维度深入阐释情感式治理的实践路径,以期深化对情感式治理模式的认知,推进“中国式现代化”的实现。

With its special historical contribution and lofty political status,the old revolutionary base areas have become the focus of the Party and the state to strengthen the construction of grassroots political power in the new era.The foundation stone of the theoretical system of socialism with Chinese characteristics is built on the emotional behavior of“the Party and the people with one mind”,and the grass-roots governance model with the background of“the rule of China”is shaped.This paper aims to put forward a new academic proposition of emotional governance on the basis of analyzing the interaction between the state and the people in the old revolutionary base areas,and further explains its operating mechanism and practical path on the basis of interpreting its conceptual characteristics and value implications,so as to provide a new research paradigm for understanding the construction and development of the economically underdeveloped revolutionary base areas.The research finds that emotional governance has the dual attributes of both tools and emotions,and is an effective carrier to examine the deep emotions of the Party and the people,and the trust,politics,ecology and culture unique to the economically underdeveloped revolutionary old base areas constitute the basic conditions for affective governance.Based on this,with the help of the governance model of“bureaucracy as the body and holistic governance as the use”,the operation mechanism of emotional governance is explained from the aspects of regional cohesion and integration,departmental linkage and coupling and effective integration of resources,and the practical path of emotional governance is further explained from the perspective of emotion,culture,reality and function,with a view to deepening the cognition of emotional governance model,promoting the realization of“Chinese-style modernization.”
