The Optimization Path of China’s Silver Digital Divide from a Holistic Perspective

在中国经济发展、社会治理、公共服务数字化的进程中,银发群体的数字贫困现象日益突出,限制其福利获得及社会融入。以整体性视角下中国银发数字鸿沟的治理为研究对象,通过收集相关学术文献、规章制度和公开报道等资料,归纳总结各地银发数字鸿沟治理的碎片化和多种模式的探索,包括前端产品设计、数字能力培养、公共服务渠道多元、数字与生活融合、广泛社会动员等。这些探索展现了阶段性成果和系统特征。然而,仍存在协同主体尚处于分异状态、资源调配尚处于分级状态、政策制度尚处于碎片状态、措施供给尚未贯通全流程等问题。改革路径应包括构建各主体银发数字鸿沟全力治理协同网络,制定银发数字鸿沟治理的整体规划和协调方案,促进家庭、个人与银发数字鸿沟治理支持体系的衔接,推动全国范围内的银发数字鸿沟治理跨区域协作,加强银发数字鸿沟治理各环节之间的综合与连贯。

In the process of China’s economic development,social governance,and digitalization of public services,the phenomenon of digital poverty among the silver group has become increasingly prominent,limiting their access to welfare and social integration.This paper aims to study the governance of China’s silver digital divide from a holistic perspective.By collecting relevant academic literature,rules and regulations,public reports and other materials,it summarizes the fragmentation of the governance of the silver digital divide in various places and the exploration of multiple models,including front-end product design,digital capacity training,multiple public service channels,digital and life integration,and extensive social mobilization.These explorations show stage achievements and systematic characteristics.However,there are still some problems,for example,the main body of coordination is still in the state of differentiation,the allocation of resources is still in the state of classification,the policy system is still in the state of fragmentation,and the supply of measures is not yet through the whole process.The reform path should include building a collaborative network for the governance of the silver digital divide,formulating an overall and coordination plan for the governance of the silver digital divide,strengthening the connection between families,individuals and the support system for the governance of the silver digital divide,strengthening cross-regional cooperation in the governance of the silver digital divide across the country,and strengthening the integration and coherence among all aspects of the governance of the silver digital divide.
