三螺旋理论下的国防科技协同创新体系建模

摘要 基于三螺旋创新理论,构建出以军政系统、学研系统和企业系统为核心的国防科技协同创新体系模型,论证三方主体的职能分工及其协同合作关系,揭示出国防科技协同创新在合作模式、顶层设计、制度体系、资源分配上存在的问题,提出落实分工合作、创新服务平台、谋划体制机制、培养创新人才等优化策略建议,为巩固提高一体化国家战略体系和能力提供有力科技支持。 Based on the triple helix innovation theory,a collaborative innovation system model for national defense science and technology is constructed in this paper,which incorporates military and political,commercial,and university research systems.The resultant system’s remaining challenges regarding the cooperation model,the top-level design,the institutional mechanism,and the resource allocation of the triple helix subjects are analyzed and generalized to solve practical problems.Specific improvement measures,such as implementing a division of labour and cooperation,constructing innovative service platforms and top-level planning systems,and strengthening innovative talent training to provide strong scientific and technological support for consolidating and improving the integrated national strategic system and capacity,are proposed in this paper.
