智慧城市建设中的智慧治理:赋能机制与达成路径

Smart Governance in Smart City Construction:Empowerment Mechanism and Achievement Paths

智慧治理是智慧城市的必要组成,也是提升智慧城市建设水平的关键切入点。智慧城市是功能与行动多个面向之上的城市整体智慧化,而在智慧城市运行发展中出现的社会问题,需要智慧治理对其赋能予以解决。在中国和亚洲各国城市智慧治理的实践中,智慧治理赋能智慧城市的宏观赋能机制以及微观达成路径得以浮现。具体而言,智慧治理通过“技术智慧在城市治理中的释放”以及“技术对城市治理中人的智慧的激发与放大”的“双重智慧”机制完成对智慧城市的赋能。智慧治理的微观达成路径涵盖了“彰显敏捷与精准治理的智慧”“提升多主体包容性的智慧”以及“响应城市人本需求的智慧”三方面,不仅是“双重智慧”机制在现实层面的转化,也是智慧治理赋能智慧城市的底层支撑。

Smart governance is a essential component of smart cities and a key point for improving the level of smart city construction.Smart cities focus on the overall intelligence of cities based on multiple aspects of function and action,and the social problems that arise in the operation and development of smart cities require the empowerment of smart governance.In the practice of smart governance by cities in China and various Asian countries,the macro empowerment mechanism and micro achievement path of smart governance empowerment have emerged.Specifically,smart governance empowers smart cities through a“dual intelligence”mechanism of“the release of technological intelligence in urban governance”and“the stimulation and amplification of human intelligence in urban governance by technology”.The micro path includes the following three aspects:“demonstrating the wisdom of agile and precise governance”,“enhancing the wisdom of multi-agent inclusivity”,and“responding to the human needs of cities”.It is not only the transformation of the“dual wisdom”mechanism at the practical level,but also the underlying support for empowering smart cities with smart governance.
