基于排污许可技术的热力生产和供应行业管理对策研究

摘要 将环境影响评价制度、排污权总量交易制度、环境统计、自行监测、生态环境执法监管制度等逐步有机高效地结合起来,构建以排污许可为核心的固定污染源监管制度体系。基于污染物产污、排污节点分析、排放量核算方法选择、总量控制、噪声污染控制管理、固废管理、自行监测实施、证后环境执法监管等技术层面,研究热力生产和供应行业锅炉单位的排污许可管理,从如何全面落实排污许可“一证式”管理的角度,对排污许可证申请与核发进行了技术分析与研究。建议当前许可证申领应实现环评与排污许可技术体系完善衔接,修订同时适用于排污许可排放量、环评总量核算的污染物排放量核定方法。强化持证后排污企业主体责任,生态部门加强证后监管与执法、建立多级环保数据共享机制等,逐步实现排污许可制的核心管理体系。 The establishment of a fixed pollution source supervision system with emission permits as the core will gradually organically and efficiently integrate the environmental impact assessment system,the emission rights cap-and-trade system,environmental statistics,self-monitoring,and the ecological environment law enforcement and supervision system.Based on the technical aspects of pollutant emission node analysis,emission accounting method selection,total volume control,noise pollution control management,solid waste management,self-monitoring and implementation,post-certification environmental law enforcement and supervision,this paper studies the emission permit management of boiler units in thermal production and supply industry,from the perspective of how to fully implement the"one-certificate"management of emission permits.Technical analysis and research are carried out on the application and issuance of pollutant discharge permit.It is suggested that the technical system of environmental assessment and pollutant discharge permit should be perfected in the current permit application,and the method of pollutant discharge and degree verification applicable to the total amount of pollutant discharge and environmental assessment should be revised.After holding the certificate,the core management system of the pollutant discharge permit system is gradually realized,such as strengthening the main responsibility of the pollutant discharge enterprise,strengthening the ecological department's post-certificate supervision and law enforcement,and establishing a multi-level environmental protection data sharing mechanism.
