新疆“十四五”水安全保障规划中期评估及调整建议

Mid-Term Assessment and Adjustment Suggestions for Xinjiang’s 14th Five-Year Water Security Guarantee Plan

为科学开展新疆维吾尔自治区“十四五”水安全保障规划中期评估工作,本文对强化节水、水资源配置、农村水利、防洪提升、水生态保护与修复、水利信息化建设、管理与改革7个方面的重点任务实施情况进行了分析,并提出了存在的问题,为保障规划的顺利实施提出了科学的调整建议,以增强规划的可达性,使规划更好地服务新疆高质量发展对水利提出的新要求。

In order to scientifically carry out the mid-term assessment of the 14th five-year water security guarantee plan in Xinjiang Uygur Autonomous Region,this paper analyzes the implementation of key tasks in seven aspects:strengthening water conservation,water resources allocation,rural water conservancy,flood control improvement,water ecological protection and restoration,construction of water conservancy informatization,and management and reform.It also identifies existing problems and proposes scientifically adjustment suggestions to ensure the smooth implementation of the plan.These enhancements aim to increase the plan’s attainability,enabling it to better serve the new demands placed on water conservancy by Xinjiang’s high-quality development.
