政治伦理学视域下加强领导干部政德建设的实现机制

The Implementation Mechanism of Strengthening the Political Morality Construction of Leading Cadres in the Perspective of Political Ethics

新时代建设高素质干部队伍的首要任务就是要加强领导干部政德建设。首先,基于政治伦理学视角从政治伦理关系、行政伦理关系和日常生活伦理关系三个维度提出明大德、守公德、严私德的领导干部政德建设目标。其次,全面梳理总结加强领导干部政德建设的现实挑战,包括政德建设实施者间缺乏协同合作,工作系统性不强;政德教育的内容设计缺乏针对性,教育方式单一,实效性不足;政德建设的制度规范有待完善,执行力不足。最后,提出加强领导干部政德建设的实现机制:建立联动协作机制,整合政德建设实施主体;健全教育培训机制,丰富政德教育内容和方式;优化政德赏罚机制,加强政德建设制度保障。

The primary task of building a high-quality cadre team in the new era is to strengthen the political morality construction of leading cadres.Firstly,based on the perspective of political ethics,the goals of building political morality of leading cadres is put forward from three dimensions:political ethics relationship,administrative ethics relationship,and daily life ethics relationship.Secondly,a comprehensive review and summary of the practical challenges in strengthening the political morality construction of leading cadres,including the lack of coordination and cooperation among implementers of political morality construction,and the lack of systematic work;the content design of political morality education lacks specificity,the educational methods are single,and the effectiveness is insufficient;the institutional norms for political ethics construction need to be further improved,and the execution power is insufficient.Finally,is proposed to strengthen the implementation mechanism of political morality construction of leading cadres:establish a linkage and cooperation mechanism,and integrate the implementation entities of political morality construction;establish a sound education and training mechanism,enrich the content and methods of political morality education;optimize the reward and punishment mechanism for political morality,and strengthen the institutional guarantee for political morality construction.
