中国遭遇反倾销的现状、根源及对策

An Analysis of the Current Situation,Root Causes and Countermeasures of Anti-Dumping in China

我国遭遇反倾销的根本原因在于出口贸易的快速发展对其他国家产品优势产生冲击。具体方面,我国产业升级对发达国家的高新技术垄断优势的冲击和我国劳动密集型产品出口对发达国家相对过剩人口矛盾的激化共同构成了发达国家对我国进行反倾销的动机;以劳动密集型产业为支柱产业的新兴工业国,与在劳动密集型产品领域有着强大优势的我国处于直接的竞争关系,这是发展中国家成为对华反倾销主体国家的原因。针对我国遭遇反倾销的根源与现状,应从政府、企业、行业三个角度出发制定具体的应对策略。政府应积极推动双边贸易协议签订、为企业提供法律援助,对反倾销国家采取反制措施;出口企业应积极搜集、捕捉、获取、分析信息,增强团结意识;行业协会应当发挥其行业成员集体行动的组织者、领导者作用,规范本行业的经济行为、设立基金会为反倾销应诉企业提供应诉基金、法律援助等。

The fundamental reason why China encounters anti-dumping is that the rapid development of export trade has an impact on the advantages of other countries’products.Specifically,the impact of China’s industrial upgrading on the high-tech monopoly advantage of developed countries and the intensification of the contradiction between China’s export of labor-intensive products and the relative surplus population in developed countries together constitute the motivation for the developed countries to carry out anti-dumping against China;the emerging industrial countries with labor-intensive industries as their mainstay are in direct competition with China,which has a strong advantage in the field of labor-intensive products,which is the reason why developing countries have become the main anti-dumping countries against China.In view of the root causes and current situation of anti-dumping in China,specific coping strategies should be formulated from the three perspectives of government,enterprises and industries.The government should actively promote the signing of bilateral trade agreements,provide legal aid for enterprises,and take countermeasures against anti-dumping countries;export enterprises should actively collect,capture,obtain and analyze information to strengthen the sense of solidarity;the trade association should play the role of the organizer and leader of the collective action of its industry members,regulate the economic behavior of their industry,set up foundations to provide a response fund for the anti-dumping response enterprises,provide legal aid,etc.
