摘要
提高企业劳动生产率是中国发展新质生产力的重要内容,城市群战略是其重要政策安排。基于有效市场和有为政府视角,构建城市群政策影响企业劳动生产率的理论分析框架,利用11个国家级城市群政策数据与2013-2022年A股上市公司数据进行匹配,运用双重差分模型进行实证评估。结果发现,中国城市群政策显著提高了企业劳动生产率。具体而言:在发挥有效市场作用机制方面,城市群政策通过扩大市场规模和增强市场竞争,提高了企业劳动生产率;在发挥有为政府作用环境方面,城市群政策通过促进政府决策行动协同、产业分工空间布局、公共服务共建共享和交通设施互联互通,进一步提升了企业劳动生产率水平。该结论为进一步完善城市群政策提供了启示。
Improving enterprise labor productivity is an important part of China's development of new quality productivity,and urban agglomeration is the important policy arrangement.This paper constructs a theoretical analysis framework on the impact of urban agglomeration policy on enterprise labor productivity from the perspectives of efficient market and promising government.By matchingthe data of 11 national-level urban agglomeration policies in China with the data of A-share listed companies from 2013 to 2022,an empirical assessment is conducted by using double difference model.Overall,it is found that China's urban agglomeration policy significantly promotes corporate labor productivity.Specifically,in terms of playing the mechanismrole of effective market,urban agglomeration policy improves corporate labor productivity through expanding market scale and strengthening market competition.In terms of playing the environmental role of promising government,urban agglomeration policy further enhances enterprise labor productivityby promotingthe synergy in government decision-making and action,the spatial layout of industrial division of labor,public service construction and sharing,and the interconnection of transportation facilities.The conclusions of this paper provide insights for further improvement of urban agglomeration policies.
