双重法规体系下的沈阳工业遗产保护框架

The Protection Framework of Shenyang Industrial Heritage under the DualRegulatory System

沈阳作为国家历史文化名城和我国近现代著名的工业城市、国家老工业基地之一,早在20世纪20年代就开始了工业区建设,并且创造了我国工业发展史上众多工业第一,工业地位突出,工业遗产类型丰富、价值与特色鲜明。在历经退二进三、东搬西建、企业转型发展之后,单独从工业遗产保护角度出发已不足以充分保护沈阳市工业遗产、展现其价值与特征。为此,在现行法规管理体系下构建沈阳市工业遗产保护框架,实施全面、系统保护,已经十分紧迫。从工业遗产的法定化保护出发,依据我国现行的遗产保护法规文件,以沈阳市工业遗产价值与特征为导向,从空间保护和综合保护双重视角构建了“3+1”保护框架,即由传统工业区、工业遗产类历史文化街区及历史地段、工业遗产类文物保护单位及历史建筑构成的三个空间保护层次和一个工业遗产综合保护名单,以期在现行法规体系下将工业遗产全面纳入沈阳市历史文化名城保护体系,实现法定化与系统性保护,传承工业文脉,为实现东北老工业基地振兴凝聚精神力量。

Shenyang,as a national famous historical and cultural city,a famous industrial city in modern China and one of the old industrial bases in modern China,has diversified industrial heritage types and outstanding values,leading the industry for a long time in China's industrial development history,with prominent industrial status,rich types of industrial heritage,and distinct values and characteristics.After suppressing the second industry and developing the third industry,"Move the East and Transform the West(METW)",and enterprise transformation and development,from the perspective of industrial heritage protection alone,it is no longer suficient to fully protect the industrial heritage of Shenyang and showcase its value and characteristics.Therefore,it is urgent to construct a framework for the protection of industrial heritage in Shenyang under the current regulatory management system and implement comprehensive and systematic protection.This article starts from the statutory protection of industrial heritage,relying on China's heritage protection regulations.Based on the value and characteristics of Shenyang's industrial heritage,a"3+1"protection framework is constructed from the dual perspectives of spatial protection and comprehensive protection.Three spatial protection levels is composed of traditional industrial zones,industrial heritage historical and cultural blocks and historical sites,industrial heritage cultural relics protection units and historical buildings,and a comprehensive protection list of industrial heritage.If industrial heritage is fully incorporated into the protection system of Shenyang's historical and cultural city under the current regulatory system,statutory and systematic protection will be achieved,industrial culture will be inherited,and spiritual strength will be gather to achieve new breakthroughs in the revitalization of the old industrial base in Northeast China.
