湘潭县乡村活力评价及优化策略研究

Research on Rural Vitality Evaluation and Optimization Strategy in Xiangtan County

乡村活力评价是指针对乡村系统内自然环境、资源禀赋、基层组织、经济社会和历史文化等方面的能力与水平进行综合评价,科学、系统地评价乡村发展活力及其系统协调状况。其不仅有助于精准识别乡村发展的短板与优势,更能为制定针对性的政策措施提供有力支撑。基于此背景,该文以湖南省湘潭县为例,通过构建湘潭县乡村活力指标体系,较为全面地对湘潭县乡村地区的发展活力进行评估和分析。结果表明:湘潭县乡村活力呈现“南北高、中部低”的分布特征,其活力的主要影响因素为产业发展、人口吸引和设施支撑,基于此提出有针对性的优化策略。

Rural vitality evaluation refers to the comprehensive evaluation of the ability and level of natural environment,resource endowment,grassroots organizations,economic society,history and culture in the rural system,and scientifically and systematically evaluates the vitality of rural development and its systematic coordination,which not only helps to accurately identify the shortcomings and advantages of rural development,but also provides strong support for the formulation of targeted policies and measures.Based on this background,this paper takes Xiangtan County,Hunan Province as an example,and comprehensively evaluates and analyzes the development vitality of rural areas in Xiangtan County by constructing the rural vitality index system of Xiangtan County.The results show that the rural vitality of Xiangtan County presents the distribution characteristics of"high in the north and south and low in the middle",and the main influencing factors of the vitality are industrial development,population attraction and facility support.
