EPC模式下业主方风险管控策略研究

Research on Risk Control Strategies of Owners under EPC Mode

随着建筑产业现代化进程的逐步推进,EPC模式作为国际工程建设的主流承包模式,在国内的应用趋于普遍。但国内诸多EPC实践案例并未实现业主方选择EPC模式的初衷,频繁出现诸如建设延期竣工、投资失控、质量瑕疵等问题,为降低上述问题的出现频率,为今后的EPC项目管理提供参考,从业主角度出发,深入分析业主方在EPC项目实施过程中面临的风险因素,并根据诸多案例中风险因素出现的概率及影响程度定义风险的重要程度,根据重要程度与成因提出相应的应对策略,降低风险的负面影响。

The EPC model becomes more widely used in China,as the mainstream contracting model for international engineering construction,with the gradual advancement of modernization in the construction industry.However,many EPC practice cases in China have not achieved the original intention of the owner to choose the EPC mode.Frequently,problems such as delayed construction completion,out of control investment,or quality defects occur.In order to reduce the frequency of these problems and provide reference for future EPC project management,this article intends to take the lead in analyzing the risk factors faced by the owner in the implementation process of EPC projects,and define the importance of risks based on the probability and impact of risk factors in many cases,and propose corresponding response strategies based on the importance and causes to reduce the negative impact of risks.
