“三产融合”带动乡村发展的路径探索——基于G省两村项目式与参与式发展对照分析

Integrating Industries for Rural Development:A“Project-Based”and“Participatory”Approach in Two G Province Villages

以“三产融合”赋能乡村振兴具有重大现实意义,但何种方式、何种程度的“三产融合”能够保障农民利益、带动乡村发展有待深入探索。文章在分析产业融合与乡村发展相关理论及启示基础上,借鉴参与式发展理论从“三产融合”实现过程视角构建农村“三产融合”带动乡村发展的分析框架,采用双案例对照研究方法,选取G省两个外部环境、产业业态、发展时间相似的典型村庄案例,分析其“三产融合”发展过程与成果。结果表明,在“三产融合”推进过程中,不同发展路径在组织动员、成本负担、经营治理、收益分配方面的不同,引致乡村发展差异化结果。同时,文章提出在乡村振兴实践中,应积极探索项目式与参与式协同互补的“三产融合”路径,在积极引进外部资源嵌入乡村发展的同时,注重相关利益主体参与和赋权,积极探索并激励相关主体达成集体行动,通过村社整合方式分担初始发展成本,构建多元主体协同治理体制与要素收益共享分配机制。

What kind and degree of“Integration of Three Industries”(ITI)effectively safeguard farmers'interests and catalyze rural development remains a subject of thorough investigation.Drawing from rural development theories and insights into ITI practices,this study devises an analytical framework for ITI in rural contexts,scrutinizing both“project-based”and“participatory”methods within the“internal and external integration”development paradigm.An explorative dual-case control study was conducted in two villages in Province G,chosen for their analogous baseline conditions,to dissect their developmental trajectories and methodologies.The findings elucidate that:firstly,divergent developmental routes manifest distinct dynamics in organizational mobilization,cost allocation,management and governance structures,and the distribution of benefits,culminating in variances in the villages'sustainable economic,social,and ecological progress.Secondly,ITI pathways can be innovatively navigated through a synergistic blend of project-based and participatory strategies.By proactively assimilating external resources and emphasizing the involvement and empowerment of pertinent stakeholders,initial development expenditures can be distributed across village and community frameworks.This approach fosters the establishment of a cooperative governance model and a multi-party factor-sharing profit distribution mechanism,laying the groundwork for holistic rural advancement.
