中国特色区域国别学学科建构若干问题探析

摘要 为回应国际格局的深刻变化,摆脱西方中心主义思想的桎梏,并服务我国高水平开放与高质量发展的实际需要,构建中国特色的区域国别学具有迫切性。本文首先探讨了区域国别学的内涵,认为“区域”和“国别”两个基本概念能够帮助我们准确而深入地理解该学科。本文还追溯了区域国别学的学科发展历程,指出中国区域国别学的构建受国家政策大力支持,其发展轨迹表现出与国家战略有效对接的特点。本文认为,区域国别学的创新性和融合性定义了其研究方法、研究视角等内容。而区域国别学的发展性则体现了中国特色。作为“大国之学”,区域国别学人才培育、知识生产和咨政服务的多重功能应得到重视,但我们更呼唤其学科评价体系的建立,以使之成为完备、科学、有生命力的学科。因此,本文尝试探讨区域国别学学科评价体系构建的指导思想、实施原则、评审方法和评价指标。我们努力细化、深化、全面化各个评价指标,建议从学科保障机制、学科综合能力、学科社会影响力三个维度来展开评估,以期推动学科的持续繁荣发展。 To respond to the profound changes in the international landscape, break free from the shackles of Western-centric thinking, and meet the practical needs of our country's high-level opening-up and high-quality development, it is imperative to construct an Area Studies with Chinese Characteristics. This article explores its essence,arguing that the fundamental concepts of “region” and “country” can help us understand this discipline accurately and deeply. The article also traces the disciplinary development of these studies, pointing out that the construction of China's area studies has received strong support from national policies, and its development trajectory demonstrates effective alignment with national strategies. The article contends that the innovativeness and integrative nature define its research methods, perspectives, and other aspects. The developmental characteristics reflecting Chinese characteristics, highlight its role as a “discipline of a great nation,” emphasizing the importance of talent cultivation, knowledge production, and advisory services. However, the article calls for greater attention to the establishment of a comprehensive and scientifically viable discipline evaluation system. Therefore, the article attempts to discuss the guiding ideology, implementation principles, review methods, and evaluation criteria for the construction of a disciplinary evaluation system for China's area studies. Efforts are made to refine, deepen, and comprehensively cover various evaluation indicators, proposing an assessment system from three dimensions: disciplinary assurance mechanisms, comprehensive disciplinary capabilities, and disciplinary social impact. The goal is to promote the sustained development and prosperity of the discipline.
