区域创新政策何以有效推动城市创新?——基于创新型城市试点政策

How Can Regional Innovation Policies Effectively Promote Urban Innovation?--Based on Innovative Cities Pilot Policies

利用LDA主题模型分析区域创新政策文本内容并提炼政策主题,基于2005—2019年我国275个城市面板数据,运用多期双重差分模型探究区域创新政策推动城市创新的影响机制。研究发现,区域创新政策通过要素集聚效应、创新激励效应以及政策空间效应影响城市创新;创新政策对于沿海城市、胡焕庸线东南侧城市的创新能力促进作用最强,对于较大规模城市的影响效应更大;产业结构越高级的城市,创新政策的实施越能有效提高该城市的创新能力。应加强创新激励力度,制定差异化创新政策,健全政策评估机制,重视城市间知识溢出。

This paper uses the LDA topic model to analyze the text content of regional innovation policies and refine policy themes,and uses the difference-in-differences model to explore the impact mechanism of regional innovation policy to promote urban innovation based on panel data of 275 cities in China from 2005 to 2019.The study found that regional innovation policies affect urban innovation through the factor agglomeration effect,the innovation incentive effect,and the policy space effect.The innovation policy has the strongest promoting effect on the innovation ability of coastal cities and cities in the southeast of the Hu Huanyong Line,and a greater impact on large-scale cities.The higher the industrial structure of the city,the implementation of innovation policy can more effectively improve the innovation ability of the city.We should strengthen innovation incentives,formulate differentiated innovation policies,improve the policy evaluation mechanism,and pay attention to knowledge spillovers between cities.
