数字经济赋能、双碳发展绩效与区域协调效应

Digital Economy Empowerment,Dual-carbon Development Performance and Regional Coordination Effect

作为绿色低碳发展的新引擎,数字经济对“碳达峰”“碳中和”目标的实现发挥着重要作用。运用熵值法测度2011—2020年中国248个地级及以上城市数字经济和双碳发展绩效水平,实证探究数字经济对双碳发展绩效的影响、内在机制及区域协调效应。研究表明:(1)数字经济和双碳发展绩效呈逐年上升态势,区域不平衡现象严重;(2)数字经济能够显著提升双碳发展绩效,尤其是对“发展基础”和“低碳状态”维度效果更佳;(3)中介机制检验显示,数字经济通过加速绿色技术创新、优化产业结构、促进人力资本积累提升双碳发展绩效。调节机制表明政府干预弱化了数字经济对双碳发展绩效的影响;(4)对于双碳发展基础好、碳排放双控压力小、资源禀赋低、发展等级高、政策扶持力度大的地区以及非老工业基地和东中部地区,数字经济对双碳发展绩效提升效果更优;(5)数字经济显著缩小了城市双碳发展差距,促进了区域协调发展。本文为实现“碳达峰”“碳中和”目标提供了经验证据与政策启示。

As a new engine for green and low-carbon development,the digital economy plays an important role in realizing the targets of carbon peak and carbon neutrality.This paper measures the digital economy and dual-carbon development performance of 248 cities at prefecture level and above in China from 2011 to 2020 by the entropy method,empirically examines the impact of the digital economy on dual-carbon development performance,the internal mechanism and the regional coordination effect.The results show that:①The digital economy and dual-carbon development performance have been increasing year by year,with serious regional imbalance;②The digital economy can significantly improve the dualcarbon development performance,especially the development foundation and low-carbon status dimensions;③The intermediate mechanism shows that the digital economy improves the dual-carbon development performance by accelerating green technology innovation,optimizing industrial structure and promoting human capital accumulation.The moderating mechanism shows that government intervention weakens the impact of digital economy on dual-carbon development performance;④The digital economy is more effective in improving the dual-carbon development performance in regions with a good foundation for dual-carbon development,low pressure on dual-control of carbon emissions,low resource endowment,high development level,and strong policy support,as well as in non-old industrial bases and the eastern and central regions;⑤The digital economy significantly narrows the gap of dual-carbon development,and promotes the regional coordinated development.This paper provides the empirical evidences and policy implications for realizing the targets of carbon peak and carbon neutrality.
