民航生产经营单位安全主体责任清单构建的思考

对比四个省市对于所在地民航生产经营单位的安全生产主体责任清单的要求,将《安全生产法》等安全生产领域涉及的安全生产责任的要素和要点融入民航安全管理体系的安全政策与目标、安全风险管理、安全保证和安全促进四大支柱,形成民航特色的民航生产经营单位安全主体责任清单的15个要素。以安全生产教育培训要素为例,设计形成适合民航生产经营单位且同时符合民航领域和安全生产领域所有适用法规的安全主体责任清单。

By comparing the requirements of four provinces and cities on the safety production subject responsibility list of local civil aviation production and operation units,the elements and key points of safety production responsibility involved in the field of safety production such as"Safety production Law"are integrated into the four pillars of safety policies and objectives,safety risk management,safety assurance and safety promotion of civil aviation safety management system.Form civil aviation characteristics of civil aviation production and operation units safety subject responsibility list of 15 elements.Taking production safety education and training elements as an example,the safety subject responsibility list which is suitable for civil aviation production and business units and conforms to all applicable laws and regulations in the field of civil aviation and production safety is designed and formed.
