我国航空物流补贴政策措施思考

Thinking of Air Transport Logistics’Subsidy Policies in China

摘要 随着制造业的不断发展,航空物流服务能力不足的问题逐渐暴露。为了稳定产业链供应链,各地政府先后推出航空物流补贴政策。选取郑州、西安及长沙三个城市,观察对比补贴之后机场货邮吞吐量的变化。从航空物流服务参与主体的角度对全国航空物流补贴政策措施分类梳理,发现航空物流补贴政策目前存在同质化严重、方式单一等问题。为此,建议从协调多主体促进链条合作的角度对补贴进行优化,并就补贴目标、补贴管理等方面提出建议,为完善补贴政策以实现航空物流服务能力提升提供参考。 With the continuous development of the manufacturing industry,the problem of insufficient air transport logistics service capacity has been gradually exposed.In order to stabilize the supply chain of the industrial chain,governments around the world have successively launched air transport logistics subsidy policies.Three typical cities are selected to observe and compare the changes in airport cargo and mail throughput after the subsidies,which are Zhengzhou,Xi'an,and Changsha.From the participants'perspective of air transport logistics services,the subsidy policies and measures across the country are sorted out.It can be found that the current air transport logistics subsidy policies have problems such as serious homogenization and a single approach.It is suggested that the subsidy policy should be optimized from the perspective of coordinating multiple entities to promote chain cooperation.Specific recommendations are also made on subsidy targets and subsidy management.It can provide a reference for improving the subsidy policy to achieve the goal of improving the competitiveness of air transport logistics.
