构建中国—非盟高等教育共同体,打造中非命运共同体升级版,提升第三世界国家教育话语权,深化新时代高等教育对外合作开放,具有深远的区域价值、全球意义。建立中国—非盟高等教育共同体,需要建立健全行政首长联席会议制度,秘书处和后续工作组,专项部门协调组及综合监督和保障机构。强化战略合作规划谋划,设立中非高等教育特别合作区,建立中国—非盟高等教育共同体,实现中非高等教育一体化合作发展,推动实施共同体建设三步走战略,努力实现中非高等教育共同体建设走深走实,有序运行。

The construction of China-African Union Higher Education Community(AUHEC)has far-reaching regional value and global significance to create an upgraded version of China-Africa Community of Destiny,enhance the discourse power of education in third world countries,and deepen the opening of higher education to foreign cooperation in the new era.The establishment of China-African Union Higher Education Community requires the establishment of a sound joint meeting system of chief executives,a secretariat and follow-up working group,a special sectoral coordination group and a comprehensive supervision and guarantee organization.Strengthening strategic cooperation planning and scheming,setting up China-Africa Higher Education Special Cooperation Zone,establishing China-AU Higher Education Community,realizing China-Africa Higher Education Integration Cooperation and Development,promoting the implementation of the three-step strategy of the community construction,and striving to realize ChinaAfrica Higher Education Community construction to go deeper and deeper and to be operated in an orderly manner.
