全域策划:培育世界一流科技期刊新方略——以《中外公路》探索实践为例

Global planning:a new strategy for fostering world-class scientific journals:based on the exploration and practice of Journal of China and Foreign Highway

为了拓展期刊的国际视野,培育世界一流科技期刊,以《中外公路》期刊为例,提出了基于全领域、全流程、全要素的“全域策划”模型,主要包含栏目策划、领域策划、主题策划、选题策划、成果策划、数据资源辅助策划、专家集体策划、作者参与策划等内容。研究结果表明,《中外公路》实施“全域策划”举措后,期刊的文章质量明显提高,期刊社会效益和经济效益均取得了显著提升。“全域策划”方略为同行转变办刊思路、促进国际化发展、培育世界一流科技期刊提供了有价值的理论创新和实践探索。

A“global planning”model based on all fields,all processes,and all elements is proposed to expand the international vision of journals and cultivate world-class scientific journals.The model incudes the whole process,the whole field,and all elements.TakingJournal of China and Foreign Highwayas a practice example,mainly elements are column planning,field planning,issue planning,theme planning,outcome planning,data resource-assisted planning,expert collective planning,author participation in planning,and so on.The research results show that the quality of journal articles published inJournal of China and Foreign Highwayhas been significantly improved with the implementation of the“global planning”initiative.In addition,the journal's social and economic benefits have been significantly improved.The“global planning”strategy provides a valuable theoretical innovation and practical exploration for colleagues for changing journal-running ideas,promoting international development,and cultivating world-class scientific journals.
