高质量发展背景下《表面技术》选题策划实践探析

摘要 为提高期刊学术质量、开辟交叉学科报道方向,紧紧围绕“四个面向”进行选题策划。采取专题主编与策划编辑联合的方式来策划出版专题,依照“三高三重”原则遴选专题主编,采用“双向责任制”明确专题主编与策划编辑的职责,将选题策划“实质性”问题转化为“程序性”问题,以便提高专题主编参与期刊建设的积极性。同时,探索出“专题主编邀约+策划编辑跟踪”的组约稿模式,并严格按照“三审三校”原则控制稿件质量。实践证明,选题策划专题出版提高了期刊的学术质量,强化了编委与期刊的联系;而且在开辟交叉学科报道方面,通过选题策划既扩大了专家队伍,又拓展了优质稿源,效果更加明显。 To improve the academic quality of journals and open up interdisciplinary reporting directions,topic selection planning is closely focused on the“four aspects”.Adopting the joint approach of special editor-in-chief and planning editor to plan publishing topics,selecting special editor-in-chief according to the principle of“three high and three heavy”,adopting a“two-way responsibility system”to clarify the responsibilities of special editor-in-chief and planning editor,transforming the“substantive”issues of topic planning into“procedural”issues,in order to enhance the enthusiasm of special editor-in-chief in participating in journal construction.At the same time,we have explored a group invitation model of“inviting special editors+planning and editing tracking”,and strictly controlled the quality of manuscripts in accordance with the principle of“three reviews and three proofreading”.Practice has proven that topic planning and subject publishing have improved the academic quality of the journal and strengthened the connection between the editorial board and the journal;moreover,in terms of opening up interdisciplinary reporting,topic selection planning has not only expanded the expert team but also expanded the high-quality manuscript sources,bringing more obvious results.
