摘要
工会改革是影响工会职能发挥与劳资关系问题解决的关键。传统的工会工作模式已难以满足新生代职工日益多元的需求,多元主体参与工会改革趋势下,企业社会工作如何协同工会改革,优化工会系统工作模式成为不可忽视的问题。本文通过对L区企业社会工作协同参与工会改革的观察,发现:企业社会工作面临着独立性匮乏、专业性不足和职业性欠缺等协同挑战;在实践中结合元治理视角形成政策影响、资源筹措、关系协调、赋能发展、专业建设等经验,研究探索企业社工协同工会改革的“1234”服务模式。
Trade union reform is a key part of the problem that affects the performance of trade unions and the resolution of problems related to labor relations.Under the trend of the traditional trade union system being difficult to meet the increasingly diverse needs of the new generation of employees and the participation of multiple subjects in the trade union reform,how to coordinate the social work of enterprises with the reform of the trade union and optimize the trade union system has become a problem that cannot be ignored.Through the observation of the collaborative participation of enterprise social work in the trade union reform in District L,this paper finds that enterprise social work is faced with collaborative challenges such as lack of independence,lack of professionalism and lack of professionalism,and in practice,the experience of policy influence,resource raising,relationship coordination,empowerment development,and professional construction can be summarized as the“1234”service model of enterprise social work collaborative trade union reform from the perspective of meta-governance.
