我国水权交易监管机制现实困境的疏解路径

The Practical Dilemma and Resolving Path of China’s Water Rights Trading Supervision Mechanism

近年来我国水权交易蓬勃发展,水权交易市场方兴未艾。水权交易的健康发展离不开有效的监管和强有力的制度保障,而目前我国水权交易的监管机制存在着监管规范体系不健全、监管模式不完善、监管主体角色不明晰、交易全过程监管不到位等问题。针对以上问题,宏观层面应当构建系统的水权交易监管规范体系,创新行政监管模式;具体层面应明确行政机关的角色定位,健全水权交易的全过程监管。

In recent years,China’s water rights trading has been booming,and the water rights trading market is in the ascendant.The healthy development of water rights trading is inseparable from effective supervision.Effective supervision requires strong legal norms.At present,the legal norms of the supervision of water rights trading in China has problems such as imperfect supervision and standard system,imperfect supervision mode,unclear role of the main body of supervision,and inadequate supervision of the whole process of trading.In view of the above problems,from the macro perspective,we should build a systematic supervision and standardization system for water rights transactions and innovate the administrative supervision model.From a specific level,it is necessary to clarify the role of administrative organs and improve the supervision of the whole process of water rights transactions.
