我国慕课政策发展脉络及问题分析

Analysis of Development Context and Problems of MOOC Policy in China

慕课作为数字时代一种重要的教育方式和教育服务,对进一步深化教育教学改革,实现教育强国战略目标有着重要意义。慕课的发展离不开政策的指引。因此,从公共政策视角,在梳理我国慕课政策文本的基础上,研究其内容特征、历史变迁逻辑,分析其存在的主要问题及其原因,并尝试从政策体系建设、政策认知与政策执行三个维度提出完善我国慕课政策体系的建议,以期促进我国慕课高质量发展。

As an important educational method and service in the digital age,MOOC is of great significance to further deepen educational reform and achieve the strategic goal of strengthening the country through education.The development of MOOC is inseparable from the guidance of policies.Therefore,On the basis of sorting out the texts of MOOC policy in China,this paper studies its content characteristics and historical change logic,analyzes its main problems and causes,and tries to put forward suggestions to improve the policy system of MOOC from three dimensions of policy system construction,policy cognition and policy implementation from the perspective of public policy in China,in order to promote the high-quality development of MOOC in China.
