数字乡村治理的实践困境及其生成机制——基于宁波H村的案例研究 被引量:3

摘要 乡村治理的数字化转型是推进乡村治理体系和治理能力现代化的重要途径。通过考察浙江省宁波市H村的数字乡村治理实践,发现现阶段数字乡村治理陷入实践困境,具体表现为数字建设形式主义严重、数字技术碎片化和数字技术建设重复性明显、农村居民数字治理参与度低等问题。以“制度—技术—行动”为分析框架,制度偏移、技术有限及行动背离是其生成机制。为打破治理瓶颈,首先要扭转治理思维,减少行政体制的约束;其次要破除技术神话,避免数字乡村建设过密化,从而使数字治理回归社会本身,回应农民的现实需求;最后,要协调多元行动主体,推动数字乡村治理共同体建设,提升乡村治理效能。 The digital transformation of rural governance is an important way to promote the modernization of the rural governance system and governance capacity.By examining the digital rural governance practices in H Village,Ningbo city,Zhejiang province,it was found that digital rural governance is currently facing practical difficulties,manifested by serious formalism in digital construction,significant fragmentation and digital technology builds duplication,and low participation of rural residents in digital governance.Based on the analysis framework of“system technology action”,it is believed that institutional deviation,limited technology,and action deviation are its generating mechanisms.To break through the bottleneck of governance,the first step is to reverse concept of governance and reduce the constraints of the administrative system;Secondly,we need to dispel the myth of technology,avoid over densification of digital rural construction,instead,digital governance should return to society itself;Finally,it is necessary to coordinate multiple actors,promote the construction of a digital rural governance community,and enhance the efficiency of rural governance.
