中国矿业ESG评价指标体系研究

Research on ESG evaluation index system for mining in China

ESG(Environmental,Social and Governance)已成为矿业企业关注的长期优先事项。践行ESG理念是中国矿业实现绿色高质量发展、负责任供应链管理的重要举措,也是矿业现代化治理的关键手段。系统梳理了矿业ESG的内涵,分析了气候变化、绿色矿产品、反腐、ESG融入等新增事项对传统ESG领域的拓展情况。在习近平生态文明思想科学指引下,中国矿业ESG发展日益受到重视,结合国内治理趋势提出了充分考虑不同经济社会发展阶段矿业发展任务的优先序和科学处理矿业ESG的内部事项平衡两大前提,并确立了贯彻国家发展战略与行业稳定发展、与经济社会发展阶段相适应、体现政府治理方向和管理职能转变等3个原则,探索性地构建了中国矿业ESG指标体系,以期为推动我国矿业行可持续健康发展提供参考。

ESG(Environmental,Social and Governance)has become the long-term priority for mining companies.Practicing the ESG concept is the important measure for China's mining industry to achieve green and high-quality development,responsible supply chain management,and the key means of modernized governance in the mining industry.The connotation of ESG in the mining industry is systematically sorted out,and the expansion of traditional ESG fields by new issues such as climate change,green mineral products,anti-corruption,and ESG integration is analyzed.Under the scientific guidance of Xi Jinping thought on eco-civilization,the development of ESG in China's mining industry has received more and more attention,and two major premises are put forward in conjunction with the domestic gover-nance trend,namely,giving full consideration to the priority order of mining development tasks at different stages of economic and social development and scientifically dealing with the balance of internal matters of ESG in the mining industry,as well as establishing three principles,such as carrying out implementing the national development strategy and stable development of the industry,adapting to the stage of economic and social development,reflecting the direction of government governance and the transformation of management functions,etc.The ESG index system of China's mining industry is exploratively constructed with the view to providing references to promote the sustainable and healthy development of China's mining industry.
