“双碳”目标下的邵阳桃花新城国土空间详细规划编制方法探究

Research on the Territorial spatial detailed planning method of Shaoyang Taohua New Town under the goal of"double-carbon"

落实“双碳”目标,是生态文明建设背景下国土空间规划编制的新要求。文章聚焦国土空间详细规划编制,梳理了近十年国内有关低碳生态的详细规划编制经验,界定了“双碳详规”概念内涵。同时,以邵阳市桃花新城为例,提出了贯穿前期分析到规划管控的全流程“双碳详规”编制方法,包括碳汇空间识别、减碳增汇规划设计、碳排(汇)核算和“双碳”指标体系构建,为中小尺度国土空间详细规划编制提供了一种新的思路。

The“Double Carbon”goal is the new requirement for the territorial spatial planning under the background of ecological civilization construction.The paper focuses on the preparation method of territorial space detailed planning.First of all,the paper systematically reviews the preparation experience of the detailed planning under the guidance of low-carbon ecology in recent ten years,and discloses the connotation of“double-carbon detailed planning”.And then takes the controlled detailed planning of Taohua Newtown,Shaoyang City.The paper proposes the whole process comiling method,which including of identifying carbon sink space in the early stage,designing to reduce carbon emissions and increase carbon sink space in the middle stage,and constructing double-carbon control index system in the later stage.The double-carbon idea is applied throughout the whole process,and provides a quantitative method of calculating carbon emissions and carbon sinks based on different land use schemes.
