Grasp the Main Focus of High-Quality Development of Digital Consumption

推进经济高质量发展必须构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,发挥消费对经济发展的基础性作用。数字经济快速发展,引发居民消费发生巨大变革,在消费主体、消费客体和消费环境方面,数字消费都呈现出典型的新特征。数字消费有助于提升消费需求、有助于推动产业结构升级、有助于促进供需匹配。应着力于消除城乡消费差距过大、推进新型基础设施建设、培育供需匹配创新动力和推进数字消费治理升级等多个方面,助推数字消费高质量发展,加快构建双循环新发展格局。

In recent years,international trade has suffered a huge impact due to increased uncertainty in the international situation,the far⁃reaching effects of the COVID⁃19 pandemic,and the reversal of economic globalization trends.Given this context,the further expansion of domestic demand and the establishment of a new development pattern with domestic circulation as the mainstay and domestic and international circulations reinforcing each other are essential for promoting high-quality economic development.Promoting the development of consumption is the key to building a new development pattern of“dual circulation”.With the rapid development of the digital economy,digital technology is leading great changes of residents’consumption in the subject,object,and environment of consumption.Therefore,analyzing the new features of digital consumption and grasping the focus points for promoting the high⁃quality development of digital consumption will help build a new development pattern of“dual circulation”.This paper defines the concept of digital consumption and posits that it encompasses not only the application of digital technology in consumer activities but also the integration of digital technology with consumer behavior,which significantly impacts the transformation of social production modes,the upgrading of industrial structures,and the facilitation of high⁃quality economic development.Building on this foundation,the paper summarizes the current state,features,and influence of digital consumption,and examines strategies for fostering its high⁃quality advancement.To promote the high⁃quality development of digital consumption,it is necessary to start from four aspects:enhance the potential for rural digital consumption to eliminate the wide gap between urban and rural consumption;strengthen the support of digital technology and promote the construction of new infrastructure;strengthen the leadership of digital technology and cultivate the innovative power that matches supply and demand;and optimize the digital consumption environment and promote the upgrading of digital consumption governance.This paper expands on previous literature in the following two aspects.From the perspective of consumer economics,it defines the concept of digital consumption and emphasizes the counteraction of digital consumption on production.Furthermore,it analyzes and discusses the important role of digital consumption in economic development from the aspects of consumption demand,industrial upgrading,and supply⁃demand matching,which is a complement to the research on digital consumption.This study reveals the development law of digital consumption to a certain extent and puts forward specific policy recommendations for the focus point of high⁃quality development of digital consumption.The above study can provide references for government departments in formulating relevant policies to promote the high⁃quality development of digital consumption.
