人工智能时代公共图书馆信息无障碍标准建设探索

面对全球数字化进程中日益凸显的“数字鸿沟”问题,推进面向残疾人群体的信息无障碍建设已成为提升图书馆服务质量的重要一环。标准作为一种技术性、灵活性更强的规范形态,在公共图书馆信息无障碍建设中发挥着重要作用。通过对信息无障碍相关标准的统计和分析,可以发现我国现行公共图书馆信息无障碍标准存在标准出台不规律、标准效力偏低、行业标准居多、标准覆盖范围狭窄等特征,系统化的公共图书馆信息无障碍标准体系尚付阙如。人工智能是近年来发展尤为迅速的战略性新兴技术,人工智能与信息无障碍标准融合发展有其必要性和可行性,能够推动公共图书馆信息无障碍标准普及与应用,助力残疾人权益保护工作取得实质性进展。

In face of the increasingly prominent problem of digital gap in the process of global digitalization,promoting the construction of information accessibility for disabled has become an important part of improving library service quality.As a more technical and flexible normative form,standards play an important role in the information accessibility construction of public libraries.Through the statistics and analysis of relevant standards for information accessibility,it can be found that the current standards for information accessibility in public libraries in China have some characteristics,such as irregular issuance,low effectiveness,majority of industry standards,and narrow coverage.The systematic information accessibility standard system is still lacking.Artificial intelligence is a strategic emerging technology that has developed particularly rapidly in recent years.The integrated development of artificial intelligence and information accessibility standard has its necessity and feasibility,which can promote the popularization and application of information accessibility standards in public libraries and help the protection of the rights and interests of disabled to make substantial progress.
