数字时代乡村敏捷治理的理论建构与实现路径研究

Theoretical Construction and Implementation Path of Agile Governance in Rural Areas in the Digital Era

敏捷治理因其具备的人本理念,多主体协同思路和多样治理能力与数字时代乡村治理要求相契合而被引入到乡村数字治理领域,成为乡村数字治理转型的有效路径。通过构建结构—过程—功能分析框架对数字时代乡村敏捷治理这一系统进行考察,发现其运作主要体现在构建沙漏型治理组织架构的结构维、建立自适应动态机制的流程维和达成AGIL功能协调模型的功能维。但平台建设成本高、监督难、效益有限、科技创新供给不平衡、反治理问题浮现等困境的出现正在阻碍着数字时代乡村敏捷治理的正常运作,因此必须坚持政府主导,加强平台监管与合作、促进资源优配,落实因地制宜、谨防工具陷阱,推动技治并重等措施进一步推动数字时代的乡村敏捷治理。

Agile governance,due to its human-centered philosophy,multi-stakeholder collaboration approach,and diverse governance capabilities,aligns well with the requirements of rural governance in the digital age and has been introduced into the field of rural digital governance,becoming an effective path for the transformation of rural digital governance.By constructing a framework for structural-process-functional analysis,an examination of the system of agile governance in rural areas in the digital age reveals that its operation mainly manifests in the structural dimension of constructing a funnel-shaped governance organizational structure,the process dimension of establishing adaptive dynamic mechanisms,and the functional dimension of achieving coordination through the AGIL model.However,challenges such as high platform construction costs,difficulties in supervision,limited benefits,imbalanced supply of technological innovation,and emerging anti-governance problems are hindering the normal operation of agile governance in rural areas in the digital age.Therefore,it is necessary to adhere to government leadership,strengthen platform supervision and cooperation,promote optimal allocation of resources,implement tailored approaches according to local conditions,guard against tool traps,and promote both technological innovation and governance to further promote rural agile governance in the digital era.
