新中国民主建政探索中的妇女角色——以石家庄市首届人民代表大会为例

The Role of Women in Advancing Democratic Governance in the People's Republic of China:A Case Study of the First Municipal People's Congress of Shijiazhuang

石家庄市首届人民代表大会,是新中国成立前夕召开的第一个市级人民代表大会,在新中国成立前后共召开了5次会议,是探索建立地方人民代表大会制度的开拓之举。多个领域的妇女代表在地方人民民主建政决策机构中首次亮相,所提提案涉及保护女性权利、恢复经济生产、关注市政建设等内容,不仅具有鲜明的女性视角,对经济生产、市政建设提出了建设性意见,同时也颇具实践价值。妇女参政议政在地方人大的制度创设,作为一种制度安排纳入此后全国人大和各级人大的运作程序中,使妇女解放与平等追求呈现出制度安排超前与经济地位逐步提升并行的中国特色,不仅具有象征意义,对于破除传统社会化进程中固化男女角色的价值观、保证妇女权益、提升妇女地位、调动广大妇女参加新中国生产和建设的积极性,均具有开拓意义,影响深远。

The first People's Congress at Shijiazhuang was the first municipal-level people's congress held before the establishment of the People's Republic of China.It convened five meetings before and after the founding of New China,marking a pioneering effort to establish a local people's congress system.Women representatives from various fields participated in decision-making processes for the first time in the local government's democratic construction.They put forth proposals on women's rights protection,economic recovery,and municipal development,which held significant practical value.The establishment of the local congress system with women's participation not only carried symbolic weight but also became a standard procedure for the National People's Congress and people's congresses at all levels.It played a crucial role in protecting women's rights and interests,encouraging women's participation in production and construction to support New China.
