近年来,发端自湖北武汉的“五社联动”模式在城乡社区治理领域快速扩散并显示出多方面效能,得到知识界的广泛赞誉和积极评价。从城乡社区治理体系变革的历史长时段视角审视知识界和实务领域对“五社联动”模式的高度热忱,便会发现这种热忱恰恰标示着中国城乡社区建设进入了以社区能力为中心的社区治理体系现代化阶段。在推进中国式现代化的语境下,“社区能力”指的是城乡基层社区以更好回应社区居民“急难愁盼”需要、不断开创更加美好生活愿望为价值导向和根本目标;在社区党组织的引领下,以专业的技术和方法为支撑,联结社区内外部资源,搭建起有效动员居民参与社区公共事务的载体与机制,从而凝聚共同意志和共同行动,以应对各类风险挑战、满足各层次需求、不断增进社区福祉的能力。从知识层面看,这恰恰构成了“社区能力”本土话语的基本内涵。

Originating from Covid-19 prevention and control efforts in Hubei,"Wusheliandong"has demonstrated multifaceted effectiveness in urban and rural community governance,earning commendation from the academic sector.When we analyze the fervor of the academic and practical sectors towards the"Wusheliandong"model from a long historical perspective on the transformation of urban and rural community governance systems,we discover that this enthusiasm accurately signifies the entry of China's urban and rural community development into a modernization phase focused on community capacity in community governance systems.In the context of promoting Chinese path to modernization,community capacity refers to the values and goals of urban and rural grassroots communities,enabling them to address pressing issues and enhance quality of life.Led by community party branches,communities utilize professional techniques to mobilize internal and external resources,establish mechanisms for community participation,and foster unity in addressing risks and challenges,thus enhancing community wellbeing.From a knowledge perspective,this precisely constitutes the fundamental connotation of the local discourse on"community capacity."
