中国式现代化视域下民族地区共同富裕的内涵要素和实践路径

The Connotation Elements and Practice Paths of the Common Prosperity of Ethnic Areas under the Perspective of Chinese Modernization

共同富裕是中国式现代化的核心要义和本质特征。中国式现代化与民族地区共同富裕之间存在紧密的互构逻辑,前者是后者的发展轨迹导向,后者则是前者的生动实践样本。在中国式现代化推进过程中,区域要素、民族要素、精神要素构成了民族地区共同富裕的三大要素。民族地区的共同富裕内涵,是区域与整体相协调的共同富裕,是各民族与中华民族共同体相融入的共同富裕,也是物质与精神相统一的共同富裕。基于此,需要围绕区域建设、民族建设和精神建设三条路径,推进民族地区共同富裕。在区域建设路径方面,要依托差别化区域支持政策有效整合外部资源,全面推进乡村振兴达致内部协同,从而减小民族地区内外部的发展不平衡性。在民族建设路径方面,要整合各民族利益与中华民族共同体利益关系,促使各民族互嵌式发展,从而推动民族地区各民族共同走向社会主义现代化。在精神建设路径方面,则要强化铸牢中华民族共同体意识宣传教育,动员各民族共同参与中华民族现代文明建设,从而不断铸牢中华民族共同体意识。最终,在多要素、多路径的同频共振、统筹兼顾中,推动民族地区稳步迈向共同富裕。

Common prosperity is the core essence and essential characteristics of Chinese modernization.There is a close reciprocal logic between Chinese modernization and the common prosperity of ethnic areas.The former is the development trajectory orientation of the latter,and the latter is the vivid practical sample of the former.In the process of promoting Chinese modernization,regional element,ethnic element and spiritual element constitute the three parts of common prosperity in ethnic areas.The common prosperity in ethnic areas covers the coordination of the region and the whole,the integration of all ethnic groups and the community for the Chinese nation,and the unity of material and spirit.Based on this,it is necessary to promote the common prosperity of ethnic areas through three paths:regional construction,ethnic construction and spiritual construction.As for regional construction,it is necessary to effectively integrate external resources by relying on differentiated regional support policies,and comprehensively promote the rural revitalization for the internal coordination,so as to narrow the imbalance of development between internal and external ethnic areas.In terms of ethnic construction,we should integrate the interests of all ethnic groups and the interests of the community for the Chinese nation,and promote the interactive development of various ethnic groups,so as to promote all ethnic groups in ethnic areas to move towards socialist modernization together.Regarding the spiritual construction,it is necessary to strengthen the publicity and education of forging the strong sense of community for the Chinese nation,and mobilize all ethnic groups to participate in the building of the modern civilization of the Chinese nation together,so as to continuously forge the strong sense of community for the Chinese nation.Finally,the integration and coordination of multiple elements and paths can promote the ethnic areas to steadily move toward common prosperity.
